Was Collins project unique in this or would it be true for any program?

Won't different staff automatically have different takes on what is required ?





So won't the system automatically finish up looking like a dog's breakfast.





(Because validated and so supposedly subsequently unalterable design documents are amended to ';reflect the released code';)

Everyone always has their own opinion on things and how they rate them, they why we are all different, but they should be able to work together as a team and see an overall view, maybe this didn't happen at all which is why things ended up and crazy as they did :)
